Andrea joined Community Economics in 2026, bringing 25+ years of experience in affordable housing development, preservation equity originations, real estate and nonprofit advisory and management consulting, and community development.
Prior to joining CEI, Andrea originated real estate equity transactions for Enterprise Community Investment’s Bay Area-focused Housing for Health Fund and the national Preservation Funds, including the Renter Wealth Creation Fund and the Middle-Income Affordable Preservation Fund, deploying capital in LURA-based investments and affordable NOAH workforce housing.
Previously, she was Deputy Director of Consulting at Community Vision, overseeing real estate consulting services and NMTC consulting for more than eighty nonprofit organizations annually. Andrea served as Director of Real Estate Development for Eden Housing, Inc., overseeing a pipeline of over 1,500 units in more than twenty projects, including new construction and rehabilitation of family, senior, and special needs communities. She began her career in affordable housing development as a Project Manager at MidPen Housing, responsible for managing all phases of the development process, and progressed to lead the Development Department, supervising and training the development team.
Andrea has long been active in local housing advocacy and policy organizations. She served on the Board of Directors of the Nonprofit Housing Association of Northern California for six years and has been an active member of the NPH Legislative and Federal Policy Committee. She is a Past President of the Board of Directors of the Housing Leadership Council of San Mateo County, having served on the Board for nine years.
Andrea holds a Master of Arts in Urban Planning from UCLA and a Bachelor of Arts from Brown University with Honors in Environmental Studies and Urban Studies.
